To deal with the limits on Basic accounts, try to persuade flickr to raise the limit (I suggest to 1Gb) for upload for those registered with the WLA Pool, for the duration of the competition.
If they will not do that, then organise the dates of the competition to incude two (or preferably three) calendar months. This at least gives a larger allowance.
The alternative (of reducing image resolution to reduce file size) seems a great pity.

I think there has been a misreading. There is no message there resembling any idea that “hey, if you get rejected from the pool, just upload to Commons directly.”

On the contrary, Wikimedians have required that participants must submit photos through the pool and in collaboration with the museums. I have personally dissuaded people from uploading many hours of their work which they shot in ignorance of this rule.
