It turns out that a combination of sitting at the desk and wandering around produces the best results. Some visitors hesitate to interrupt someone sitting at a desk; others, as you suggest, aren’t quite sure why someone is wandering around. So a little bit of both works best.

I wonder if it makes people more willing to talk because of the desk? If someone’s just wandering around you might not be sure that they’re there to talk to you, or what their purpose is. But if there’s a desk it gives the impression that this is something official and purposeful–that you’re supposed to talk to them and ask questions. I look forward to seeing how the idea works out!
